Here's a cleaner that will work:

2 cups hydrogen peroxide
2 teaspoons baking soda
2 drops liquid dish soap

Mix ingredients (may need to make in larger quantities) and saturate the offending areas. Let sit 24 hours, blot remaining cleaner out of rug and allow it to dry slowly. Don't be surprised to get a "RUSH" of stench when you pour on the solution!

As for the peeing itself--I suggest going straight to the "big guns." PROZAC! Your vet can prescribe it and it does work. I have a "pee boy" who reacts to stress in the home and prozac straightens it right away. Prozac is not very expensive as it's now in generic.
