IF things were functioning as designed, then when the Senate voted it down they would
also come up with a real compromise bill which they would send back to the House.
IF things weren't dysfunctional, then this bill (really a compromise) would be considered & probably changed a little bit by the House, then sent back to the Senate. Most likely reasonable people would look at it & consider the whole situation & pass it and....
this would all be over.
