For all the reasons you list that the US is inclined to let things get back to normal sooner than may be healthy after things like the BP oil disaster,
many countries never allow word of contamination to get out to their public!
We, on the other hand, make sure to exhaust its media potential first, make sure people have been properly panicked, then say
Oh, well, folks, they probably exaggerated... & move on to something which the media hopes can be squeezed for even more
-making, revenue-producing yak yak.
