The national social security hotline. I've always had great luck with this number. Wait time is typically about 10 min., longer on mondays, or near the beginning of the month. But, they can answer all questions. However, they will ask for your info. Possibly, you could just ask the question without them asking for your info. Every time I have called, I have needed something directly related to my benefits, so they had to look me up. I do think you could ask the question without giving your info. though.
