I've also found advice about the scapula to be seemingly inconsistent and/or incomplete.

But the book "Fixing You: Neck Pain & Headaches" has a lot of notes on the scapula including how high it should sit, at what angles and how it should rotate during movement. It also gives some exercises around the scapula. Interesting stuff.
