Default Boot help please!

I have CRPS in my right leg/foot, and Raynaud's Disease in all hands/feet. I need to find affordable boots that.....
a) zip/tie up (can't slide anything on)
b) are super warm & dry
c) have good support, but not crazy arch support (I am most comfortable in Converse, if that provides any clarification)
d) are black if possible

I live in Vancouver, BC so cold rain is the issue, not snow. Here winter greets you with that kind of wet cold that chills you to the bone, not that preferable snowy, dry cold I was used to in the eastern part of the country.

I need to be able to wear the boots all day long, inside and outdoors. I wear skirts, skinny jeans and wider calf jeans, so they need to be accommodating of those factors.

Any tips, experiences welcomed!

I was thinking about Uggs, or quality imitations, but am not sure which are good, which brands make non-pull on ones, etc.
