If you believe he is functional enough to not need a Representative Payee, why don't you direct him to this forum? I thought the whole goal is to make him less dependent on you. You say he's online all the time, why keep him out of this?

Do you want to continue to be his Representative Payee during your lifetime? Or do you want him to handle his own finances right away? I think that might be part of the confusion.
