I just looked at your link for The Repairman, mrsD and the plot for that is so similar to something I watched on the TV recently.

I have wracked my brain but cannot remember what the show was, and whether it was a series or a movie.

In the show on TV there were 2 main actors, one of whom was in a wheelchair and the other was ex-mercenary. The non ambulant man foresaw crimes like murder, kidnap etc, and the ex-mercenary would go fix the crime before it happened. If I remember the name of the show I'll let you know.
