Alcohol is a potent vasodilator.

There are things OTC that dilate blood vessels too.

One is magnesium supplements. Since most Americans are low in magnesium taking 1/2 of the RDA using a good form may help.

This tends to dilate blood vessels, and has also been used for various migraine treatments by some doctors.

Avoid magnesium oxide...as it is not absorbed but instead stays in the bowel and acts as a laxative.

There are lotions you can buy also, they appear in some of the posts on that thread.

I'd try this first. It is simple, his body probably needs it anyway.
There are food lists on that link too, if he prefers to eat his magnesium as nature intended.
