sounds to me like you don't have a recpt or letter from your mother saying "I charge (your name) $XXX.00 per month for shelter/rent". With a signed letter stating how much you pay from your landlord (in this case your mother becomes an offical landlord) it may alter the amount of financial assistance you get from Medicaid.
