So my guess is getting a manual from the manufacture may prove difficult unless you are a licensed provider....but good luck!
It's exactly as impossible as the law has made it. They aren't required to provide it, so it is held back to maintain the mystery, as it were.

I think the protocols guide falls somewhere between an operator's manual and a service manual. The former is included with the device for consumer use; the latter is restricted to licensed service technicians.
