They mark the ears here various ways for ferals only.
Some get a notch, others a shaved edge (humane society in our state). Houdini's first owner showed us the shaved cartilage. She didn't like it. But I've heard the notch type can look too much like a fight scar.

I've not heard of home owned cats with owners getting marked.
They do encourage chipping now...which is a small computer chip in shoulder blades for ID if the cat is lost. I think most or all rescues etc wand cats nowadays here.

It might be a policy in other states in US. Tattooing is a good idea.
