Default Surgery question

The following is my surgery order from a neurosurgeon: right supraclavicular approach for section of anterior scalene and partial section of the middle scalene muscles, neuroplasty of the brachial plexus, long thoracic nerve, and dorsal scapular nerve, then a right axillary approach for a neuroplasty of the pectoralis and ulnar nerves_

The neurosurgeon told me that I have an 80 percent chance of success

Can anyone tell me how I would check out that this is the right way to go? I've met with two vascular surgeons want to take out my rib. How do I tell which is the correct approach?
