The latest PT is saw said ideally they should be at about a 30 degree angle up towards the shoulders. Mine are horizontal (so parallel to ground), and he said that was contributing to my tos, putting a stretch on the BP and also narrowing the space between clavicle and first rib. That was his theory anyway.
