I think using a topical 1% HC cream might help with the local
reaction. It won't penetrate past the skin much to affect the vaccine.

My old allergist used to give out samples of steroid creams for
reactions to the allergy shots he gave every one. I used to get large welts from them.

You could also try some Benadryl cream, but I don't think it is strong enough.
