I actually like it when people leave shopping carts in the wheelchair access area of the parking spots (next to the spot, not actually in the parking spot). My dad can barely walk since he's missing his ACL and he's got ankle problems from it. He NEEDS the support of a shopping cart (he also uses a cane) If someone leaves the shopping cart next to the spot, then I dont have to go inside and get a shopping cart for him.
Big plus if there's more than one cart there, because then I can use one too! (I have an AFO on my right foot and I also use a cane) So, I dont mind shopping carts in the handicap access areas as long as they arent blocking anyone's ability to park their car.
It is irritating to get the snarky comments from people who think you're "not handicapped enough" to park in handicap parking. As long as a person has a valid permit. I dont need to be able to "see" someone's handicap, because even if they look great walking in, I know they might just be crawling back out to their car after a shopping trip.
