The vertebral artery is in the neck and the way they test the blood flow in the vertebral arteries is a doppler study looking at blood flow to the head. They have you turn your head in specific positions for the test. The test you are describing above sounds like the doppler studies for TOS which looks at the artery and vein to the arm. This is different than the test looking at the vertebral arteries.
