Apparently storms are named when the have sufficient wind to merit it. See below:

TWC named this one, "Nemo," not a government agency. Local stations here in Boston (at least 2 of them) are calling it The Blizzard of 2013. Sparky is right.

It has started here (Boston). No cars on the road in the city after 12N; no public transit of any kind after 3:30 PM. No cars on the roads of the entire state after 4PM.

18-24 inches of snow is expected, sometimes falling at 2-3 inches an hour w drifts up to 5 feet. Winds in excess of 75 mph.

We will see.
