a couple of things

I think the unilateral mild headache that was there before, gone during your time away, and back now could be due to a combination of your sickness and the weather. difference in air temp, pressure and humidity. definitely being near the sea can be decongesting and ease the sinues due to airborne microparticles of salt. Also i'm thinking the air pressure was lower probably in Mexico and over the water.

I hope your sister starts to feel better soon. if she has been sick for a long time it is fairly normal to have bronchial hypersensitivity, but she may need a course of treatment for that, rather than an as-needed inhaler. i hope your sis will go back to the doctor. he should be sensitive to the fact the cough is not remitting, and like Di said we don't want her to end up with chronic bronchitis or other nasties. I would think he'd want to check her out to see if she is still sick and in what way. If she is otherwise ok, I'd at least expect him to offer better tx for the cough.
as to the possibility of asthma - is it is possible to become asthmatic (any form) at any age. With cough-variant asthma, spirometry and auscultation may be normal - one may not present wheezing, tightness, or shortness of breath as most often occurs with regular asthma.
Cough-variant asthma can manifest due to "just allergies." i have always been told my cough was due to allergies but i've yet to find another person with the cavernous sounding LOUD cough i get when my allergies act up. in recent years i've become more sensitive and get it due to irritants, pollutants, and even very cold air. When i get that cough, it scares the pants off of people.
I don't know if i have cough-variant asthma still - I wish i had followed up with the pulmonologist the year when i got really bad off. The last time the doc gave me just steroids for the nebulizer - after doing the # days he said with NO benefit AT ALL, I repeated the tx course but added some leftover albuterol and the combination worked. (The steroids are still necessary to reduce inflammation, epecially for post-illness hypersensitivity.)
