Maybe, with the children, you could make a game of keeping their noise level down. Calmly explain to the class that when they make noise it affects you like...oh, pick something childish. Ok, the noise affects you like banging on Oscar the Grouch's trash can. Tell them that when they get noisy you will do a certain thing, like clap your hands. Whoever helps quiet the rest gets...a gold star on a poster. Kids like such competition.

I'm sorry noise bothers you so. It has only affects me a time or 2. The most interesting was in the kitchen one time. There were a number of people there; must have been a holiday. I heard what I thought was a gunshot and ducked and covered my ears. I looked around and no one else was affected. I asked what that noise noise was and got "What noise? Dad's sneeze?"

Everything will be alright in the end. If it's not alright, it's not yet the end.
