To start a new thread, there is a button on the upper left of each index page of each forum category. You click on New Thread, and it will open a box for you. Be sure to check you are on the right forum before submitting.
To get to the index page of NT click on NeuroTalk in the upper left of any page. Click the subject you want, and then the New thread button will be on the page you select in the upper left.
