Confused 3mm herniation causing problems?

I just wanted to see if anyone out here has had surgery on a herniation smaller than 5 mm, and the results of this. My latest mri shows a 3 mm herniation, but according to my neuro, this is not enough to have a surgical procedure performed. I have had every test under the sun to explain my list of symptoms, all brought on by a whiplash concussion in 2000. My symptoms have come and gone over that time, but I am in a period where for the last 2.5 years they have been continuous. Typical symptoms....headache behind the eyes, dizziness, brain fog, dexterity issues, and ringing in the ears. Even a couple of episodes of bowel issues that prior to this incident never happened to me. All other culprits...adrenals, thyroid, blood counts, etc come out normal. I hate to be thought of as looking too hard for the problem, but at some point I am ruling out most every else that could behind this. I do read that smaller herniations can cause major problems, just depends on the person. Comments?
