For myself, the cold would just be unbearable, unless I were able to keep my surroundings pretty snug and avoid going out much at all in the winter. I live in the midatlantic, delmarva penninisula, summers are hot and humid, winters can be cold, but you get breaks in the weather and it isn't too extreme. Some years we dont even get snow. We also get the low pressure storms Mrs. D. mentioned. I have to keep the house thermostat at 72, and still bundle up considerably. I do not venture out on cold, windy days.
Isolation is not good for you either, of course. You would have to weigh having your mom nearby against the possibility of being a shut in yourself due to the weather. Is there any likelihood of getting your mom to move to a more moderate climate? How mobile is she? Would she be able to bring you groceries and come and visit if weather conditions made it hard for you to get out?
