Default Confused about what an OTR is exaactly...

From the research I have done, I thought that an OTR was asking for a decision to be made without having to appear in front of a judge because of sufficient compeling medical evidence. My attorney submitted a request for that appx 6 weeks ago. Since then, I received a letter stating that i have a hearing in front of a judge, but no mention of any OTR decision. My question is: is there a difference? From the extensive stuff I have read, asking for an on the record decision means that the attorney is asking for the judge to review without having to talk to the claimant because of all the stuff in the medical file....am I wrong or have I misinterpreted the stuff that I have read? FYI...the disabling conditions are weekly seizures, bipolar, depression, migraines, severe acid reflux, impetigo, and in regards ti the seizures, they are not responsive to meds, have more than 3 a week, gran mal and petit mal. go to the doctor appx 2 times a month.
