LOLOL yes this is very funny...

I've seen this before. This is probably a cat with hyperesthesia syndrome. This is a sensory problem along the back due to allergies or flea reactions near the tail.

When Sheba had her corn allergy from Science Diet, she was very goosey back there too.

So while we laugh at this, the poor cat has a real problem I expect.
