Default User CP question

Hi I am new to the forum and have posted a couple of threads. I was just wondering about the User Cp section. When I try to add avatar or signature it tells me I don't have permission. Is there a reason for this? Do you have to have so many posts or something first. Is there a section that explains how everything works on the forum?
