I use Picasa most often, but for a little more advanced editing & tools Photoscape is nice & free too.

The Microsoft one I downloaded was pretty strange. Looked like an upgrade of Paint.

Photoscape is interesting.

I miss my Nikon View. I loved the way it was set out. I like plain simple prompts. Maybe it's just a matter of spending time working through all the different features. I should be more patient. I'll check out Picassa next.

I used to have that Irfanview on a computer long ago. Just remembered that. No idea if that's any better than it used to be. I quite liked that at the time.

Personally, I use http://www.getpaint.net/]Paint.NET. It has maybe 80% of the features Adobe Photoshop carries, but it's completely free and runs very well on a Windows computer.

You could also try GIMP which is much closer to Photoshop capabilities for free software, but is also far more difficult to use.

[IrfanView is a very fast, small, compact and innovative FREEWARE (for non-commercial use) graphic viewer for Windows 9x, ME, NT, 2000, XP, 2003 , 2008, Vista, Windows 7. ]

It's still out there and free.
