Now I'm really confused. I clicked on the top link and I understand that there is a $60 a month fee. She won't go for that as now she is only paying a $11.99 per month dial up thing. For her, it's just fine, even if it's slow.

When I clicked on the second link I saw all kind of usb modems that were one penny. What does this mean, a usb modem for one penny?

It's like cell phones - you get the phone free or cheap but have to sign up for a 2 yr contract plan @ with a monthly payment.

Yep those USB connection plans are not cheap.
