Default Extractions for dentures

Hi, I'm new here. I'm here for my husband. He is a recovering alcoholic and has lost most of his teeth due to that. At this time he has about 6 teeth left, the others have been extracted. He went for a consult yesterday and was told it would cost around $9000 to have the rest of his teeth extracted and dentures made. My question is on the treatment plan they had 26 extraction at $170 each over 3 visits. I don't understand why there are so many when he only has 6 teeth left. Is there something I'm missing here? We have insurance but apparently they will only cover about $800 of the $9000. Not sure where to go from here.
