Default Treatment for lateral incisor tooth tilted horizontally(upper right side)

My son's lateral incisor tooth tilted horizontal (not sure whether it is by hurt or genetic) blocking the front incisor teeth.We took X-ray and visited doctors for taking different opinions. Some of them say wait and watch till 11-12 years of age(His current age is 7 years) and some say, go for surgery where they will keep clip/brace to move the blocked tooth and pull the incisor above it. I can attach the X-ray report as well.

Is it correct to go for the surgery or wait till 11 years and decide then ?
Please suggest and help.
