Melody, the short answer to your question is that it is possible.
The peak age for diagnosis of Type I diabetes is 14 though this varies a bit. It is not common for a young baby to be diagnosed with Type I diabetes though this, rarely, can happen. As mrsD has pointed out above, young babies can have fluctuations in blood glucose which are generally not a sign of Type I diabetes.
