Confused Issues with distortions in seeing perpetual movement.... Scared and clueless

I had vertigo in 2006, was left off balance for a few months. Also had anxiety and vision issues where patterns and lighting bothered me. I was out on an ssri for a while. Long story short I ended up getting migraines (basilar) and diagnosed with a condition called visual snow which is pretty rare and being studied.

My visual snow symptoms are very mild and I thought it was long behind me. Last year I started having some issues with driving where I would get off balance and queasy in the car. Everything appeared to be coming at me so fast and some days I felt like I was watching a moving screen while I was sitting still driving... Like I was playing a video game. I was diagnose with bilateral vestibular hypo function and began vestibular rehab. Dizziness got better and I was fine up until 3 months ago something scary happened. When I watch a moving car whether while waking or on a car their car appears to jerk. The movement is not fluid as it normally would. The best I could describe it is of you were to shake your eyes back and fourth like looking at a fan and the image stops for a second.... It's like that except the image stops very quickly and not a freeze frame but just a jerk like it sets back for a second. This happens when I look at a ceiling fan too. If I move my eyes to the right or left just once I see it stop for a split second. When I walk on a side walk I see what looks like strobing or flickering of the sidewalk. Other people with visual snow have described some of these things but not the car thing. Another strange thing to note is the cars appear to be going fastest than what they are. My vision when watching them seems to resemble watching a movie in fast forward. All of my eye exams are perfect except for exotropia which is very mild. Is there something wrong with the frame rate of my brain and how it processes? Could this be something chemical?
