A Neurologist isn't a surgeon. Do you mean Neurosurgeon? TOS is a condition for a (Cardiao)Thoracic Surgeon/Vascular Surgeon. The only surgeon I've seen operate on a TOS is an Open Heart Surgeon=CardioThoracic Surgeon.
