High glycemic index (GI) foods are those in which glucose is released rapidly after consuming them. Examples include sugar-rich fizzy drinks and white-grain products (white rice, white bread, etc). They are fine in moderation but over-consumption of them is a risk factor for Type 2 diabetes. The contrast is with low GI foods in which glucose is released slowly. Examples include most vegetables (though not potatoes), brown rice, whole-grain breads, whole-grain pasta, etc.
