that we needn't have to bring anything to the consulate but my husband passport and the birth cetificate of the children.
and - we get the american passports for them.

My name is Sarah and I am 25 years old. I have a lot of chronic health problems. Peripheral neuropathy and POTS (postural orthostatic tachycardia syndrome) keep me bedridden the majority of the time. I also struggle with degenerative disc disease, disc desiccation, spondylolisthesis, arthritis, polycystic ovarian syndrome (PCOS) with insulin resistance, allergies, sound sensitivities, and other health problems.

Kinda cynical, but I would have said go to Mexico and cross the border to the US.

AMIT,

It seems that you wouldn't be eligible for a SSN, if thats the case you can apply for a ITIN (Individual Taxpayer Identification Number), which can be used to open bank accounts and for other purposes.
