I have had this symptom on and off for about 18 months now along with burning/ tight sensation in gums. I also have a very diffuse small fibre neuropathy and am assuming it is part of this. Nothing helps mine much and presently it is 24/7. I have Sjogren's Syndrome so I'm fairly sure it is part of this, although my presentation is far from classic and my sicca is relatively mild. I've just discovered a cream called Doublebase Gel which seems to be helping my neuropathic itch a bit.

Pure organic shea butter helps my lips more than any lip balm.
