Is a brain mri the only test that you have had done (cervical mri, emg, ncv, skin biopsy for checking the health of sensory small fibers )? Do you have any weakness in your limbs? Can you reliably reproduce the shock sensation in your arm (i.e. every time I do this movement I get the shock sensation)? How much numbness do you have? Did the neurologist give you any diagnosis?

With the extremely limited information here, I would guess that you have a neuropathy that is effecting sensory nerve fibers. More information has to be found to determine what is exactly going on and is there a treatable cause of your condition ( i.e. cervical spinal stenosis can be operated on, diabetic neuropathy can be treated by controlling blood glucose, etc.)

If the neurologist only gave you the info in your post, you need to go see another neurologist asap. You will definitely want to limit neurological damage as quickly as possible because recovery is often limited and your nerves are not quite the same.
