discoloration in section of vein question

I have a small section of vein that appears white on the underside of my elbow. It is on the arm that as a lot of nerve damage including Ulnar, Radial, Median, Carpal tunnel, and brachial plexus.

Does this mean anything? Has anyone else got this?

It is only about an inch long and more prominent in the afternoon or evening maybe from swelling.

Is it always white in the same exact spot, and no changes in size?
Does that spot swell also or stay the same when the swelling happens?
can you or anyone feel any kind of pulse or warmth on that spot compared to other parts of the same vein?

Depending on the answers to those questions ...or they may not apply at all..
If it usually stays the same most of the time I guess I would wonder if it might be plaque build up..

Same place and doesn't change. I wonder if it is skin coloration that just shows up when arm swells. No warmth or pulse.
