Why do my big toes turn up and my feet feel so tight?

Greetings. In the last year I underwent Chiari Malformation repair & Cervical Stenosis repair. Since 9/10, I have experienced significant tightness in both feet, from the ankle to the toes, with both of my big toes dramatically turning up. The tightness and "toe-turning" are in direct relation to how much I am on my feet. Sometimes my left big toe turns straight up, i.e. the toe is at a 90 degree angle with the foot. It will stay that way for hours. Have experienced parasthesias in both feet since 6/09.
Since undergoing both surgeries, all of my neuropathy symptoms have subsided except the feet problems. Can't find a doctor who knows what is wrong. Lumbar MRI is negative. Anyone experienced any of these symptoms?

I don't know, just thinking, in MS a toe-turning up when sole stroked is called Babinski Sign. Is there any relationship?
