Paying doc to fill out papers?

I just received my 2nd denial from ssi.
I was asked by my lawyer ,which doctors would best support my claim,so i gave them the info for 3 of them.
Here is my problem, pain management doc told me straight out,i don't have time to fill this out.Do you know how long my day would be if i did this?Really??
SMH!!!!
My primary care doc had his secretary call and tell me to bring 100.00 and they would "squeeze" me in for an appt in 2 weeks!
As of now i haven't even heard from the 3rd doc....I need to call him today to see if he will do it for me..
I'm sooo frustrated!!!
My question is..Is it legal for a doctor to ask for 100.00 to fill out 7 papers for me?
It looks like i book of paper work but when you look closely,it's only 7 papers, frontside only!

yes its legal and some of them charge much more than $100.00. the pain management doctor is probably looking for you to offer him money to fill it out.
