Opiate Cap Limits in Ontario Canada

Good day! I have looked everywhere and have been unsuccessful in finding the correct answers with my questions. Hopefully someone may know and can help with the following:
New opiate cap limits in Ontario Canada. I was taking a short term opiate of a great quantity per day. My doctor came into the room the other day and said I must be cut down significantly.
I could only have one narcotic. I wanted to try a more longer lasting instead of taking so often with the fast relief short acting. I am now taking one 30 mg of Hydromorphone per day at night. Well of course now in the morning and during the day I have nothing and so suffer pain and start withdrawalling at this point of no tapering down prior. The short acting pain medication was cancelled on my refills. I will be asking for 2, 12 mg for morning and evening coverage. I still find I will need something for breakthrough pain with a short acting possibly 2, 8 mg Dilaudid as I was taking prior to this new cap limit. I have come as far as to come off 100 mg of Fantanyl patch 5 months ago with success with the 8 mg Dilaudid.
I have been told by someone that said there Doctor and Pharmacy informed them the non cancer patients can still have both long acting and short acting for break through pain. Does anyone know about this and confirm this?
It makes sense that we should be allowed at a cap limit, I understand with reasonable dosing. It is just really horrible from having a high dose and being whacked down with no tapering has been really really rough time.
I was told that we should still have a narcotic of equivalent to 90 mg/ day of morphine does of the Hydromorphone time release long acting. Plus for break through pain of 20-24 mg/ day of a short sustained fast acting medication of my pain comfort success with 8 mg of Dilaudid.
So basically 2, 12 mg Hydromorphone/ day and 2-3 Dilaudid in between for breakthrough pain. I am not going into detail on why I need and my medical condition requiring the narcotics. However, they get me out of bed with somewhat of a life with them.
Hopefully someone can answer this and I can address my doctor and try to get out of my current distress.
