3 Weeks after full upper extraction PAIN

I'm am now 3 weeks beyond the extraction of 13 upper teeth destroyed by medications over last ten years. I decided no more root canals that fail and instead to get an upper arch plate. I have a temporary denture which I have only been wearing when I go out as the pain level goes up quite a bit after having it in my mouth all day. Is is normal to have so much pain 21 days out? Should I wear the denture daily to help shape the gum? I still have holes all through the gum but past experience tells me this takes a long time to heal. I have more pain after sleeping. I am rinsing with Chlorhexidine and did one week of steroids the week of extraction along with antibiotics for two weeks. Should I wear the denture or wait until I heal more? I take strong Ibuprofen (800 mg tablets) to help with the pain but it is short lasting. Trying to find out from the Dentist if the pain this far out is natural or not is really like pulling teeth. I also need a lower denture but still have all my teeth but one on bottom and think I should wait until top is fitted with final denture in six months. I bought the best one. I'm also thinking that I'll get 4 implants on the bottom to snap in that plate. Does this sound wise? Sorry, so many questions. Thanks
