As the brief caption says, this is a landspout, which is not as weak as you may think from reading the article. They can cause eF3 level damage. That is leveling of small outlying buildings, and carrying good-sized objects such as cows for great distances, which means that they can kill. So if anyone thinks they can fool around with these things, I would be very hesitant to do that!
It's interesting how they form from rising warm air currents hitting cold air and with a blue sky above. They form upward from the ground up instead of from the cloud down like super cellular tornados. Still cool though.
