In housing and on aircraft, emotional support animals are given the same access as service animals (except they require special documentation). It is important not to confuse the various laws. No public accommodation can be required to admit an emotional support animal under federal law whether or not it is wearing a cape and no matter how well behaved it is. There are consequences for claiming an ESA as a service dog depending on where and how the claim is made that can in some cases include fines, jail time, and even loss of social security benefits.
