In Calif or example each county has to accept your application and issue some sort of ID. Where I live it's a cheap brass tag with a number on it. Another county issues a very nice tag and id card with photos. NEITHER is required by federal law. The state law also says the dog has to wear some sort of identifier like a tag or vest.
In VA, just to get a rabies tag for my SD, the county animal control states that all SD's in the commonwealth were required to have a certificate of training. I fought them for a good six months with documentation just to get Anakin cleared as a SD and get his rabies tag. The county originally refused to recognize PSD's.

Don't you just love it when state/local laws think they are above federal law? The only time I would register my SD with the state would be if the state offered extra protection above what the Federal gov't does. In those cases, they can say that in order to benefit from their protection, you have to meet their registration guidelines. To have public access, rights of accommodation at school/work/housing, the only requirements that have to be met are Federal.

More BS. I would like to know wht it is that each time I enter a post office I get challenged. I'm getting really angry over this. It is a federal agency and they should know the law. While normally I have taken the low key and polite approach to educating these people it seems to be worthless since the managers don't take the time to educate their staff. Basically the post office is discriminatory.
