Question Thoughts on alternatives short on quarters

My son applied and was called today that he is short on the 20 credits. He worked from 16 until 25-1990-1999 injury date of July....
The only thought I have is when he worked for my brother doing on the book yard work, perhaps the soc sec was not taken out...
Brother is in for income tax evasion, fraud and n ot paying state local taxes too for many of those same years.

I had a police job that part timers could not have the soc sec taken out, there was a private fund available. So it would not be noticable to son looking at his report.
Oh what worries and fret.
