Thumbs up Review vs evaluation

Does anyone know the difference between review and evaluation in appeals council language? I can't wrap my mind around why something is right in front of you, and it takes months to make a decision?

I do not think there is any difference.

It takes so long because of volume and my guess is that the AC reviewers read and re-read and parse every sentence. Like a famous politician not too long ago needed a definition of the word "is". But mostly volume.
