Post Bad ALJ

If a ALJ refuses to do Otrs or pre hearing conferences, only approves 21% of her cases, isn't that a bad ALJ?

NOPE!

First of all you need to find out why only 21%. There could be many reasons for the 79% non approval rate. The judge......

May not have enough medical documents
No shows
Weeding out fraud
Non rep OPs have not proved their case
Unprepared attys (this happens more than you think)

Anywho, the 79% can always go the FEDERAL route if they so desire.
