Default Another Q - please respond if you can

I got a deposit in the bank for the $1700 a few days ago, but haven't received any explanation from Social Security in the mail.

I'm kind of lost! I have to send bank info to the county in a couple of weeks, for medical assistance to continue. Will the county hold this $1700 against me??

I'm also in a dilemma over where that $1700 should go. I owe about $10,000 to hospitals, $4,000 to credit card, and about $7,000 for my old student loan. Should I give it all to credit card, spread it out & make significant payment to the hospitals I owe?

Please help if you can....thank you!
