Default need quickie Freestyle info

My quickie ffreestyle F11 power chair is driving me nuts.
The charger fan is very noisy and doesn't turn off when the batteries are fully charged. Instead, it comes on and off all night long. My dealer says that this is normal but I don't believe it.
Does anyone else have this problem?
Does anyone have a site for a users forum for this chair?
Many thanks for your help.
